If clicking your newly downloaded instance of COE Desktop attempts to open the desktop using Internet Explorer, you need to manually reset the properties for desktop files as follows:
Open your Downloads folder. Right click the COE Desktop you've downloaded and click "Properties" at the bottom of the dropdown.
A dialogue box will pop up. Click the "Change ..." button next to Internet Explorer.
Another dialogue will open. Click "More apps", then scroll down and click "Look for another app on this PC".
Click "This PC" on the left sidebar. The vWorkspace connector will be in the "Program File (x86)" directory on your C: drive.
Select "Quest Software" -> "vWorkspace Client" -> "pntsc".
Click "OK" at the bottom of the Properties window and you should now be able to double click any COE Desktop download and have the desktop start up correctly.
