This workflow covers the process of exporting a still frame from Premiere.

If Premiere is not open, open it.

Move

your playhead through

Final Cut Pro

Premiere until you find the single frame that you would like to export.  Park your playhead

Select 'File > Export > Using Quicktime conversion ...'

Click the "Export Frame" button

Press Shift+E

Name your Still frame

Select 'Format >

Name it something that makes sense to you. 
Make sure to save it to where the rest of your media is stored, such as on your personal hard drive or on the tempstorage drive.
