[WIP] Software Documentation

This infrastructure was originally established as part of the Controls 22-24 System. If you wish to replicate this yourself for a separate system, the Controls repository may be a good place to start. The toolset described here is currently a work in progress on PR #373, but will soon be merged into our main branch.
